[Sunhelp] New mailing list proposal

I think that'd be a great idea.  Maybe even could create a job board out
of it.  Free to post resumes, and recruiters have to pay to browse (like
any of the job boards out there).  Would probably help finance a lot of
the Sunhelp stuff, and even pay for the electricity.
