[Sunhelp] tuning

I have an Ultra 10 that is primarily a pop server and backup server (using
legato) that usually has a load avg at .10 or less at any given time, and
yet the I/O on this server is very slow to respond to keyboard or mouse
activity (if at the console) or remote data from telnet connections.  What
can I look for to determine the cause of this and fix it?
