I think the 'configure' script doesn't search this path.

I'd do a 

# export PATH=/opt/GCC281/bin:$PATH

to get the gcc before the /usr/ccs/bin.

Also try to symlink gcc to cc

# ln -s /opt/GCC281/bin/gcc /opt/GCC281/bin/cc

hmm..
