[Sunhelp] help with httpd

Heeelllp. For some reason, httpd is not running or something.
When I try to go to the server via http I get a connection refused (via the
sun java browser on the sun box) or host can not be found from my NT box.

Sun E450 Solaris 7 Server

here is what I know to be true so far:

ps -eaf | grep httpd returns: 

root   477   401  0 11:06:07 pts/1    0:00 grep httpd
root   471     1  0 11:02:43 ?        0:00 /usr/lib/httpd -i smc
even though the smc is not running

my /etc/resolv.conf file shows:
domain: calynet.com
nameserver (internal IP address)

my /etc/nsswitch.conf shows:
hosts: files dns

I can ping the the server.
