[Sunhelp] Radius server--Sun Directory Services 3.1---Login restiction

Could u pls explain how to acheive this with and without radius?

My friend venkat (vanka5 at hotmail.com) is working with radius right now and 
need help in acheiving this. He would appreciate ur solution.

I however would like to know how to acheive this without radius too.
