That's definitely not normal, my S3GX stays at 007 for 2-3 sec, then 001
for 5 sec or so, then the SPARCbook logo appears...

Seems to be corrupted at least. As long as the mac address is something
like 00:08:... and not ff:ff:ff:ff:ff:ff you don't really need to worry
yet. You need it to correct the checksum which should be explained in
the all-famous NVRAM-FAQ which you can find in www.sunhelp.org or
www.netbsd.org/sparc
