Now this is really interesting. Even in Plain Text it is doing the
convert-to-b strangeness. Does the mail software strip the 8th bit on ASCII
text?

Turns out this can be turned off by going to the Edit->Substitutions menu and
unchecking Smart Quotes.

One would think that if the message format was Plain Text it would also
disable smart quotes.
