No, because they think the employees are cows and the product is
manufacturing. They seem to have lost the ability to distinguish between
labor, skilled labor, business subject matter experts, etc. and don't have
any understand of the distinction between R&D and manufacturing.

Several of the software companies I have worked for have tried to get ISO
certification for the development process. It's a total abomination. ISO is
about manufacturing, not R&D. Yet these companies spend millions on
consultants and lose hundreds of thousands by interrupting designers and
developers and then eventually never get anything done.
