I just mean, that it was a problem that they knew about for 20 + years, that they never addressed from a technical perspective.

Why? It is a lowest common denominator piece of software, and it's easy to
convince a new computer user that this expensive machine they just bought is
at risk, and for only $50 more they can protect it...

You might as well say that MS intentionally fragmented the hard drive to
benefit makers of defragmentation software...
