No. Pin 28 is +5 V / +3.3 V supply voltage. This is different then the
battery backup supply. If you try to feed pin 28 you will feed the whole
machine. Worse: When you power on the machine the PSU will "charge" the
battery. Most likely resulting in "cooking" the battery or even worse an
explosion of the battery.
Work through the resin at the pin 14 to pin 15 edge. The first you will
find is + from the old battery. Carefuly prepare the + wire, disconnect
it from the battery, solder a wire to it, put a blob of hot glue on it
to mechanically stabilize it. Solder the other end to a new battery
(holder). Connect - of the battery to GND, i.e. pin 14. I fixed dozends
of IDPROMs for my own and machines of friends that way.
