Once again, the DECtalk software for Windows 3.1 (which runs in Win7
and probably WINE and other emulators/systems) is DEC's own
implementation of the DECtalk system in software.  It works quite
nicely with either its dictionary or in phoneme mode (for "singing")
and will output a .wav file for all your MC Hawking covers.

I have a DECtalk Express (DTC08, iirc) with a flaky PSU but have had
it working.  Would love a DTC01 someday, for the collection's sake,
but have yet to see one priced sensibly on eBay.
