Looks like it does offer enough of necessary features.  (I wanted DECtalk
because of the crazy language it offers for controlling tone, pitch, et cetera
to the point it can almost "sing".)

Has nobody else ever wanted to use DECtalk to provide vocals for covers of
'80s New Age? ;)
