I doubt it... really the simplest is a printer's paper cutter, which
clamps the paper securely before using a custom-ground, 36" wide blade
to cut the paper.  Probably billions of pages per day are cut in this
fashion.

However a plasma cutter as usually used for cutting 1/4 inch thick
steel, would probably be the most entertaining :-)
