Keyboard/mouse ports being given serial port designations was far from rare in
the early days, in fact the "home computer" market was one of the few where
they didn't have those designations.

DEC even made some machines (the xVAXx 2000 series springs to mind) where the
exact same UART could be wired as keyboard/mouse control or as two additional
serial ports by simply swapping an interface card that had the proper
connectors.
