Actually, it's not "each side is 120", at least not usually.  (Well, it
is, but not in the way the phrasing implies.)  The two phases are
generally distributed via interlocking metal combs

(where * indicates a connection point for a breaker, and for clarity
I've not drawn various insulators that are usually present).  This way,
two adjacent breakers on the same (physical) side can feed a 240
circuit, rather than having to run wires to each side; this not only
makes it easier to wire but also makes it easy to gang them
mechanically so that it's "impossible" to turn off one side without
turning off the other side too.
