It seems that there are a few good reasonably fair ways:

1) who can get there first?
2) who will pay the most?
3) who will take the largest amount (either by value, by volume, or by
   weight) at the same time?

Of course, no one says you have to be fair, just so long as you are
reasonably considerate. ;)
