I don't know about de-jure (ie, electrical code) requirements.  But
there's certainly no electrical need for it; the loads on the two
halves balance one another.  Indeed, if the load on the two halves is
exactly equal, there's no need for the neutral to be connected
anywhere.  (Of course, they never are *exactly* equal in practice.)
