In Chicago they will fine your for having an overflowing dumpster, solution
lock it.  Overflowing trash sticks around a lot longer for the police to
catch than the dumper.

You can remove anything from anyone's trash, that is in the right of way
persee.  I know that years ago Illinois Bell didn't care that the bums would
scrap out the old phone equipment.  What they did care about was them making
messes and leaving the debris laying around, starting fires to burn the
insullation off of copper wire etc.  Bums were unhappy that they weren't
allowed to pillage anymore but alas as the dumpsters were on private
property they would be trespassing.
