That depends on how much it costs to port the application.  In many cases,
the costs to port an application can be considerable, on the order of
hundreds of thousands of dollars. In some cases, the application has to go
through some governmental approval process, or be approved by external
organizations that work with it.

Not to mention that the porting effort, if the organization even has the
manpower to handle it, comes out of the IT department's budget, while the
electric bill probably comes out of G&A, meaning that the IT executives have
little incentive to suggest it....
