Basically the latter.

"Old World" PowerMacs are PCI units that lack on-board USB, ie a 7600 or
any of the clones.

NuBus PowerMacs are in a different category, I think. Especially if they
lack OpenFirmware, which I suspect is the case (don't have any NuBus
PowerMacs around to check).
