There was one town near me (Langhorne/Bucks County) that was making A LOT of money off the trash business, to the point that their property taxes were way under market rates. Then, one day, the landfill filled-up!

You wouldn't believe the ruckus that ensued, when their property taxes were about to go up an unimaginable multiple in the next year or two... I think they were also stuck because they are only allowed to raise taxes by a certain percentage each year without voter approval, and you can't imagine how unlikely it was that voters would agree to raise their taxes an obscene amount - the only alternative was to drastically cut services, which also tee'd off the locals...
