What happens if you turn your monitor off, leave it off for several
hours, and turn it back on after it's thoroughly cooled?
If this makes the jiggle go away, I'd suspect a thermal problem in your
monitor. If it doesn't, you might want to call the power company and
have them check the power coming into your house. If someone nearby is
running heavy electrical equipment that's dumping electrical noise onto
the power lines, that could damage electronic devices in not just your
home but other people's as well.
