[rescue] spam

China, and much of the APNIC region is not the source of most of the
spam.... (not directly).  They just have a monster load of poorly configured
systems (mail servers, proxy servers, etc), and the apathy to do nothing
about it..... in these areas bandwidth should be hideously expensive...
then they would want to find out where all their yen, etc is going... maybe
then they would have less apathy...
