It is RTP, but...

RTP is at the session layer (layer 5) and it is encapsulated within UDP
datagrams.  UDP/5004.  RTP relies on RTCP (reliable transport control
protocol) to handle monitoring of data delivery, but I am not familiar
with it's innards.

So I suppose both answers are somewhat accurate. :)
