If the PS has a rectumfrier early in the primary side I'd replace it. It
might ohm-out good but fail at rated voltage. Same goes for any MOV's (which
you can just de-solder and remove for now). This is the extent of my
switchmode ps troubleshooting skills (other than replacing the regulator
IC).
