Correct, except arguably more restrictive.  You couldn't use an '030 PDS
card in an '040 PDS slot, or an '020 card in an '030 slot, etc.  Then
again, until the VLB standard, you generally couldn't use one
manufacturer's localbus card in another's localbus motherboard either.
