It is the admin's fault.  There are many ways of minimizing database
downtime.  The admins should have planned for the case where the
server crashes.  

In the case of eBay, since they do so many transactions, you can
compare them to a bank or stock trading firm.  How many of those firms
have recovery times measured in hours?
