I think it was that and the fact that hardware access was virtualized.
One weird thing with OS2 was that many of IBM's PS/2 machines did not
have any L2 cache and the installer would often barf on non-IBM
machines - until you went into the BIOS and turned off L2 cache. This
of course increased install time considerably. They may have fixed it
in v3.0.
