No, it only applies to OS/400 V4 or later. No CISC boxes run V4, but 
some RISC boxes run V3 and that is NOT transferrable with the hardware.

OS/400 for a P20 class machine like the 9406-500 is (was) $40k.

OS/400 for a P5 class machine like the 9406-170 is $2.5k.

Supposedly the "media refresh" for IBM to fulfill CD shipment on a 
license you own is only $100 or so, but I never managed to prove that.

Also note that V4 is past EOL and is no longer available from IBM. It 
took me so long to navigate their IBM CS for my V4R3 9406-500 and get 
the license transferred to my name, that V4 hit EOL before I managed to 
get it done and I lost my chance at getting an OS without breaking the 
bank.

Now I have two enormous useless AS/400s because the first black RISC 
AS/400 I bought was licensed for V3R7 and non-transferrable (lesson 
one) and the second one you just read about in the previous paragraph 
(lesson two).

Bloody 'ell.

Actually I think I have most (if not all) of V3R1 on 3490 tape, but I 
don't have a drive to read the tapes or a CISC AS/400 to run it on.
