Just so we're on the same page, I'm talking about the RISC ones, not the
CISC.

You just have to pay for it.  IBM publishing sells this kind of stuff for
writing commercial software on larger systems.  I have all the ones from
S/370 (original) all the way to z/Arch.  They're cheap too.
