Doesn't seem like an extreme view, from my perspective it's right on target.  I have taken a number of IT cert exams and they all so far where just tests for memorization, no actual inference or analysis involved.  The RHCE looks to be a bit better than most (also due to it's practical portions), but i couldn't say for sure since i have yet to take it.
