it was/is, but the co in q was interix, and their approach bypassed
win32 and went straight to the nt microkernel.  in fact, you don't
even need to run win32, in which case the os does a pretty fair unix
imitation, including more stability than nt is usually known for.

so technically, they achieve compatibility -outside- windows.
