Mine, with an AOpen AX-45N motherboard will boot without a keyboard just
fine.  If I recall, it also will boot without a video adapter (done by
mistake during testing).

Also, most decent servers will do this without any problem.  All my Dell
servers will boot without keyboards, most will boot without a video
card.

As far as RAM, I've never used a computer that would "boot" without RAM.

Mine uses a USB keyboard, but it is not available when doing anything in
BIOS config.
