I'd reckon a B180L would nicely fit your needs; they are quite small,
don't draw too much power and have all of the required I/O-options
integrated.

They don't take SCA drives though, either UW-SE (68-pin) or N-SE
(50-pin).

Also, they are reasonable fast (same ballpark as a fast U1e) and take
lots of RAM (up to 1.5G).

I just saw a fully loaded B180L at eBay for $9.99, so with a bit of
luck you may be able to make a good deal there.

Runs OpenBSD/hppa quite smoothly, but for now there is no X-server,
which shouldn't be of any problem in your case.
