Something like block in all followed by pass rules should do it.

I am in the midst of building a transparent bridging firewall using
OpenBSD 3.2 .  There is a tutorial on either deadly.org or
daemonnews.org that covers just about everything.  PF and IPF syntax
is different, but 90% is the same.
