Apple never released anything newer than 7.0 free for download. 
You're seeing the various updaters, which will only work if you've a 
7.1 - 7.5 installation. 

I do have all the software on Apple-supplied DVDs (in Apple style, 
they're every language imaginable), so if you can't source the 
floppies/CDs for  a "newer-legacy" OS, I might be able to help you 
out.
