Here's a datapoint--I've got a p-pro board (asus) that will give a short
beep code and boot to floppy with no keyboard and no video card, provided
the bios is set to halt on no errors.  Tested not five minutes ago.  I
didn't try booting to the hard disk, but I don't see why it wouldn't.
