Your not talking about the light rings in the tubes are you?  I notice 
that old or cold bulbs will have traveling light rings inside the tubes.

I haven't worked under flourescent lights for quite some time.  I do 
recall being irritated sometimes by the light, but in general I like 
them.  What I don't like are black light tubes..... the glare kills me. 
  Those probably wouldn't be used as primary lighting in a server room, 
However :-)
