Build the building, but split the space with a fairly solid wall.  use one
part for the "Server Room" and the other part for the "Workstation Room".

For power in the workstation room, use plug moulding.  And since you're
going to build the building yourself, why not run multimode fiber & a few
runs of cat 5 from each of your workstation spaces back to the server
spaces through the wall?

Use the ground as a heat sink?  There are several companies that make
systems that are pretty much nothing but heat exchangers that pump heat
into the ground via a deep hole.

Don't forget a really big door/loading dock to bring in the big machines.
