  Yes.  Those used to be called "computer grade electrolytics".  VERY
high capacitance (though still not approaching 1 farad) and very low
voltage...typicaly 6-10V.  They were used as filter capacitors for
large low-voltage (typically 5V for logic) power supplies to knock
down the post-rectification ripple.
