Your definition of "passable" and mine are significantly
different. A single IPX or Classic with 32+ MB of RAM will do
fine running Apache and serving static (or static+SSI)
webpages--particularly under SunOS 4 or one of the free *NIXes.
For a *very* long time www.nsa.gov was a SPARC 2 with 32-64MB
of RAM--and latency was never noticeable. (It had its own
dedicated fractional/burstable T-1...)
Now, if you want PHP and a back-end database you might need
a little more horsepower--but if you're going to invest
the time to do a database-backed website *and* the time to
get some sort of clustering going with older Sun boxen,
then it's time to pony up $150 for a "low-end" Ultra 1 IMHO.
Unless you're trying to prove a point, of course, or simply
trying to do something that's of personal interest.
What's the lowest-end system(s) that anyone here has used to run
a database-backed website?
