I got two such cables for free from Quail Electronics (www.quail.com). 
I called inquiring about pricing, and they sent me some "samples" (along
with a full catalog of power cables).  I don't know if they thought i
was potentially a big customer or what, but the cables are exactly what
i needed.  I believe what you need from them is part number 5050.098
(8'2" 15A 125v NEMA 5-15p to IEC 60320-C19).  As i recall, their price
was rather reasonable, even though i didn't pay it.
