It's not the winos, it's the teachers and the overpaid school
maladministrators who just got slapped around big time by the state
board appointed to take over the Philly schools.  

Think a sudden desire for brown pants.  

The hot wind however is from the politicians who are claiming that it
is the worst thing since slavery to happen.

One out of every 5 schools is being handed over to either a university
or a private for-profit organization to run.
