It depends.

On earlier DVDROM drives, they were region-less - the software told it
what region it was.  

On later DVDROM drives, they can be locked into a region in one fashion
or another.  Of course all this varies by manufacturer.

With DeCSS, I believe that you can unlock any region and copy the
now-decrypted VOB as a straightforward file, then play that.

Some of the software can be hacked, even now, to play different regions,
as long as you have one of those region-less DVDROMs.  

If the coders are dumb enough to make a few  registry changes, it is a
simple matter of making a backup of the registry before installation,
then comparing the differences.  Others are a little more sophisticated.

Like I said, it depends.
