Is there some reason you can't install procmail in your home directory?
It's not that big: on my main linux box it's ~72K, on one of Solaris
boxes at work it's ~127K.
You've said you're allowed .forwards, so once you have procmail
installed you can run it through your .forward:

	"|IFS=' '&&exec /home/jdboyd/bin/procmail -f-||exit 75 #jdboyd"
