That's a packaging fee- putting it on a pallet, wrapping it in plastic and
getting it to a terminal.  The buyer would still have to pay shipping which
will be much more than $25.  At a reserve of $250, it's going to be sitting
there for a while.  Last bid was $26, but hey, for only $500, you could buy
it that moment.  Heh.  I'll pass.
