Well, I know that in most places, the voting mechanism is chosen by
local polititians and paid for by local tax-payers.  Now, if the "black"
areas in Florida are like many other "black" areas in the country, then it
is most likely a poor area with not much to spend on ballot machines or
other government enterprises.
