[SunRescue] A/V question

I have seen a (couple of times) an apparently grounded recep
which wasn't.
Cable dropped down near amp or receiver ( I'm sure you checked)
will cause it.
Bad cable occasionally.
When going thru the wall, does it pass near an electrical circuit?
