For large packet sizes, and relatively small jpegs, it wouldn't be too large.

A packet in each direction to open the connection, a packet each way to request
the file, then say another 3-5 packets for the file itself (assuming say a
16k jpg and a 4-5k packet size, which isn't unreasonable).  I could be wrong
about the number of packets to open the connection though.
