I know I risk getting flamed, but those things became less popular for a
reason.

Use Mozilla and it's HTML editor to make up a quick memo if you are running
Unix/X.

If if command line mode, use the HTML->PDF conversion utils.  There are
plenty of templating packages for HTML - you can make your own templates
and voila!  Much more useful than troff.
